and are paying more than their fair share. That would align with per capita incomes in those states, which means the wealthy are subsidizing the poor. Isn't that how the tax system is designed?

Should income taxes on the wealthy be cut, or should they be raised on their poorer counterparts to even things out more?

Is that the goal that it is trying to show?
