Per capita income in California is $85,518 compared to $56,684 in Alabama. Naturally, California residents contribute more to the US Treasury in personal income taxes than Alabamians do.

Cities are no different. I can safely assume that Beverly Hills residents pay substantially more in taxes to California than those that live in Compton. Yet no one is saying that Compton residents aren't paying their fair share, and Bevery Hills is getting the short end of the stick.

Seems like the OP is suggesting that each state's residents should pay the same total amount in income taxes, regardless of income, which would be ridiculous.
