1. No, the difference is that the tattoo was acknowledged as bad and dealt with, unlike the salute.

The salute was denied and/or gas lit about, and nothing was done in remediation.

Everything having to do with the tattoo can be dealt with on its own, without reference to any other situation which is inevitably disanalogous in some meaningful way.
