from the outside of the envelope. Granted, you could look up the voter’s party based on the return address, and make an educated guess. In theory, you could also check their social media to get a sense of how they would vote, as Cambridge Analytica did in 2016, and cull those ballots.

But just delaying all mailed ballots could hurt either party, with no sure way to know.
